Working Title: Finance and Administrative Assistant

General Description:

Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID). Breakthrough ACTION ignites collective action and encourages people to adopt healthier behaviors—from using modern contraceptive methods and sleeping under bed nets to being tested for HIV—by forging, testing, and scaling up new and hybrid approaches to social and behavior change (SBC). The work harnesses the demonstrated power of communication—from mass media to community outreach to userdriven social media campaigns—to inspire long-lasting change, while also taking advantage of innovative approaches from marketing science, behavioral economics, and human-centered design.

In Cameroon Breakthrough ACTION currently has 2 projects in its portfolio: USAID President's Malaria Initiative (PMI) that is focused on malaria interventions, and USAID’s Global Health Security Agenda (GHSA), whose goal is to increase the capacity of Cameroonian institutions to effectively address high-risk behaviors associated with priority zoonotic diseases and other emerging threats. 

In order to reinforce its Finance and Administration capabilities, Breakthrough ACTION is seeking applications from experienced and qualified professional individuals for the position of Finance and Administrative Assistant. The position will be based in Yaoundé.

Specific duties include:
  • Maintain inventory of office materials and equipment, organize maintenance and repair of office equipment, and order and maintain inventory of supplies
  • Assist with procurement process including obtaining quotations, following up with vendors, preparing paperwork for contracts and purchase orders, going to the bank, etc.
  • Organize travel including booking tickets, accommodation, arranging for travel advances and obtaining appropriate approvals
  • Assist Program Staff in organizing workshops and meetings, including selection of venues, preparing invitations, confirming attendance, organizing participant per diem payments and transportation, and ensuring other logistical support
  • Assist Finance and Administration Manager in coding expenses, and preparing and facilitating per diem and other workshop/training related payments, as needed
  • Assist Finance and Administration Manager with maintaining all financial documents for the Breakthrough ACTION project, as well as the security and accountability of program cash on hand
  • Keep custody of petty cash and maintain cash register book; prepare petty cash payment voucher, obtain approval and effect payment
  • Process and record checks and disbursements on a daily basis, including verifying the accuracy of invoices and supporting documents
  • Prepare documents for mailing, receive incoming documents and transfer it to the appropriate individual or department
  • Establish and maintain administrative and file systems (electronic and otherwise) to ensure smooth operation of project activities
  • Follow up on tax clearance of items/materials held at customs and make sure the items are released and prepare reports

Required Qualifications
  • At least a bachelor’s degree in finance, accountancy, internal audit and management control, business administration or a related field
  • Minimum of three years relevant experience in Finance in the NGO sector supporting USAIDfunded projects
  • Familiarity with procurement procedures; USAID procurement experience a plus
Knowledge, Skills, and Abilities 
  • Strong organizational skills
  • Strong people management skills and ability to work in a team-oriented environment
  • Strong computer skills including Windows and Microsoft Office applications
  • Fluency in French or English, with a good command of the other language
  • Excellent oral and written communication skills
