General Description:

Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID). Breakthrough ACTION ignites collective action and encourages people to adopt healthier behaviors—from using modern contraceptive methods and sleeping under bed nets to being tested for HIV—by forging, testing, and scaling up new and hybrid approaches to social and behavior change (SBC). The work harnesses the demonstrated power of communication—from mass media to community outreach to userdriven social media campaigns—to inspire long-lasting change, while also taking advantage of innovative approaches from marketing science, behavioral economics, and human-centered design.

Breakthrough ACTION works with the Government of Cameroon (GoC) and implementing partners to increase the capacity of Cameroonian institutions to effectively address high-risk behaviors associated with priority zoonotic diseases and other emerging threats as part of USAID’s Global Health Security Agenda (GHSA) portfolio. The priority zoonotic diseases for Cameroon are rabies, anthrax, avian influenza, Ebola virus disease (EVD) and bovine tuberculosis. The GHSA Coordinator will work closely with the GoC One Health communication team and support social and behavior change and risk communication program activities, with a focus on the North and Far North regions. The GHSA Coordinator will report to the Breakthrough ACTION National Coordinator.

Breakthrough ACTION is seeking applications from qualified individuals for the position of Senior Program Officer, GHSA Coordinator. The position will be based in Yaoundé.

Specific duties include:
  • Support the design, planning, implementation, and monitoring of social and behavior change and risk communication programming;
  • Assist with activity, material, and tool development, review, pretesting, refinement, and finalization;
  • Support review and dissemination of research end line findings;
  • Establish and maintain effective working relationships with GoC and partners at national and district levels;
  • Ensure social and behavior change, and risk communication activities are implemented in coordination and harmonization with GoC, GHSA partners, and other relevant platforms at all levels;
  • Support and build the capacity of partners and existing structures to design and implement social and behavior change and risk communication activities;
  • Ensure timeliness and high integrity of activity implementation in accordance with the workplan;
  • Monitor and ensure all SBC activities and any challenges are documented and reported on a regular basis;
  • Generate media briefs, reports, success stories, and other program documentation;
  • Communicate regularly and coordinate with Breakthrough ACTION staff in Yaoundé, Garoua, Maroua and at headquarters (Baltimore, Maryland, USA);
  • Represent Breakthrough ACTION at meetings;
  • Comply with USAID, Johns Hopkins University, and Breakthrough ACTION processes and regulations.
Required Qualifications
  • A Master’s degree in Public Health, Social Sciences, Marketing, Communication or a related field
  • Minimum of five years of experience in international programming; experience working with US Government-funded projects preferred.
  • Experience with programs in social and behavior change, risk communication, material and message design, and capacity strengthening.
  • Strong knowledge of Ministry of Health structures at national, regional, district, and community level and a minimum of one year working experience for a public health issue at the national level
  • Knowledge of Ministry of Agriculture and rural development, structures at national and subnational levels.
  • Knowledge of Ministry of livestock, Fisheries, and animal industries structures at national and subnational levels.
Knowledge, Skills, and Abilities 
  • Experience planning and facilitating workshops and meetings.
  • Strong written communication skills including writing reports, newsletter blurbs, and program success stories.
  • Strong interpersonal and teamwork skills.
  • Computer literacy, especially in Microsoft applications – Word, Excel and PowerPoint.
  • Fluency in French or English with a good command of the other language.
  • Ability to work effectively in a rapidly changing, fluid environment; including possessing skills in proactive and strategic thinking, problem solving, demand prioritization, and flexibility.
  • Ability and willingness to travel within Cameroon as needed.
