Purpose: How does this post support Plan’s strategy and mission? 

Working in 50 developing countries across Africa, Asia and the Americas, Plan aims at reaching as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively. Plan is committed to responding to children affected by emergencies in the countries of our operation.

Given the current humanitarian crisis in the Far-North Region of Cameroon, namely in the humanitarian , Plan is engaged with the support of the UNHCR in providing life-saving humanitarian assistance, protection, education and livelihood support. Its operations are implemented in key sectors of Protection, Education and Livelihood in coordination with all other humanitarian actors in the area.

With a new funding from the UNHCR, Plan International for the year 2021 will implement in the Minawao Refugees camp (with host Communities of Gawar, Gadala and Zamay), in Kousseri and Mora with host communities a project in the domain of livelihood and education. This position is responsible for the implementation of the livelihood component of the project. S/he will ensure quality of the project activities planning and implementation in this domain.

The incumbent will assist the Project Manager in ensuring that the livelihood component of the project is delivered respecting all deadlines and that targets are met. He will be in charge of the management of livelihood component.

Responsibilities and Tasks

Assessment

Provide leadership and expertise in the baseline and assessment of status of livelihood activities under the UNHCR project.
Conduct market assessment and socio- economic profile at community level
Do an assessment of existing vocational public centres in the target communities 

Program Design
  • Define aims and objectives of the overal

Response Management and Implementation

  • Work closely with the relevant implementation manager(s) to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritised manner in full consultation and co-ordination with all relevant agencies both governmental and non-governmental.
  • Ensure children and youth, gender, and disability issues are fully considered throughout the project cycle with women & children being enabled to influence decision- making around livelihood issues.
  • Provide technical supervision of livelihood activities.
  • Design and develop appropriate surveillance, monitoring and evaluation systems for livelihood interventions.
  • Ensure early and rigorous implementation of quality and accountability mechanisms.
  • M&E systems should reflect data on the impact of the intervention
Response Reporting & Evaluation

Evaluate the implementation of livelihood activities and draft recommendations for improved program design
Tap lessons learned from the project to improve subsequent projects

Information and Co-ordination

  • Provide regular updates to project Manager and emergency team on progress, priorities and constraints – verbally and in writing on an agreed frequency.
  • Engage and follow up with relevant implementation manager(s)
  • Support the implementation of, and represent PLAN in, livelihood coordination mechanisms and including any relevant cluster.
  • Brief updates and reports on sectoral activities/strategies to donors and other stakeholders.
Human Resources and Administration

Coordinate and/or implement training and briefing of PLAN staff and stakeholders on livelihood

Project Manager, ERM, responsible of others components of the project and emergency response team


Key External Contacts
Other agencies and groups responding to the emergency, in particular those working in the livelihood sectors.

Selection Criteria

Core Competencies

People Skills: Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner.

Communication Skills: Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of PLAN. This includes effective negotiation and representation skills.

Integrity: Works with trustworthiness and integrity and has a clear commitment to PLAN's core values and humanitarian principles.

Resilience/Adaptability and flexibility: Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner.

Awareness and sensitivity of self and others: Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner. Has a capacity to make accurate self-assessment particularly in high stress and high security contexts.


Work style: Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills.


Knowledge and skills: knowledge of PLAN policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.

1 year humanitarian aid experience.

French and English language skills desirable.

Technical Competencies required for this position are


01 year experience in the livelihood sectors applied in emergency response operations.

Physical Environment and Demands:

May be “typical office environment”; note if heavy lifting, climbing, excess travel, etc.


Work both at the office and in the field
Frequent field visits: The Livelihood Coordinator will spend at least 60% of his time on the field in the context of the coordination and monitoring of activities
Periods of intense work at all times of day and night.
Working in multiple locations and on the move.
