Votre rôle

Handle procurement of goods and services while ensuring that corporate, government and ethical policies are adhered to.
Support sourcing strategy, governance, and transformation of his/her domain and contribute to Supplier relationship management.
Lead a sourcing organization and/or activities related to a portfolio of global category(ies) and/or commodity(ies) within a sourcing domain.
Analyze the purchase request from the user departments and determine the appropriate procurement approach, Quotation, Tender or a Request for Proposal through conducting an in-depth analysis of all bids received in response to each user, while considering those consistent with the terms and conditions of Orange’s procurement policy with best quality and lowest possible cost.
Provide assistance to user departments, when required, in the preparation of their specifications documents, etc. and integrate multiple requirements from planning, operations, training interfaces to assure best purchasing models for each project.
Coordinate the preparation of the procurement documents, utilizing sound sustainable procurement practices, while adhering to corporate policies and government legislation prior to issuing the tender.
Innovate pricing model & strategies and negotiate techniques within technical procurement area to achieve best deliverables.
Build different TCO (Total cost of ownership) scenarios to insure fulfilling projects requirements and best commercial conditions to align with Orange cash flow plans.
Enhance delivery schedules to support time to market for the services and promotions to assure customer satisfaction.
Use judgment, diplomacy and confidentiality with respect to the complete procurement process, ensuring integrity of the respondents bid information.
Lead the full tendering process from preparation, evaluation and recommendation of results according to pre-determined matrices by interfacing with multiple internal and external entities while maintaining discretion and confidentiality till finalizing the decisions with COs and CEO.
Provide supplier debriefing sessions, when requested, with unsuccessful respondents.
Prepare award recommendation and present the final awarding decisions during the purchasing committee for the CEO and Technology, Marketing & Finance top management.
Manage and follow up on latest trends from vendors’ technologies and coordinate with Technology and Marketing to maintain the suitable costing models and payments.
Manage a wide range of local and international suppliers, third party organizations, creating closer and more collaborative relationships with key suppliers in order to uncover and realize new values and reduce risks.
Deal with top vendors’ representatives in the country /region through managing a business partnerships relations with them aiming to achieve volume discounts, bundle agreements and trade-in options realizing the best deals for Orange.
Involve in preparation of contracts and tender awards that may be confidential or sensitive information related to property or legal implications.
Monitor contracts and vendor performance and consult with vendors and/or user departments to implement corrective action when required.
Communicate, influence and negotiate with external entities; Vendors , suppliers , FT group, Buy In, competitors and NTRA, to reach best solution for Orange.
Evaluate suppliers by closely monitoring their performance and through Orange supplier evaluation tool (QREDIC).
Act as advisor for different departments in the organization in tax treatments, logistics options, major related legal concepts related to purchasing.
Support the organization in realizing the best P&L through controlling the CAPEX cost, reducing the operational cost while maintaining the best network quality.
Assure project continuity by solving different conflicts related to warehousing, payable, logistics, fixed assists , taxation and legal, and assist in the annual physical inventory process, as required.
Develop and promote suppliers’ and competitors’ market intelligence, analysis and specific sourcing expertise and know-how and formalize intellectual capital.
Achieve lowest costing model for positive commercial business cases to assure successful market competition and control the reflected budget by getting the best quality product Vs. budget constraints and realizing budget savings.
Mentor junior members of the team and supervise their work and activities.

Votre profil

Bachelor Degree in Electrical Engineering, Electronics & Communications major (or any relevant engineering discipline). PMP is a must.
Minimum 8 years of experience within the telecom industry, 4 of which are within technical teams.

Compétences

Excellent spoken and written English.
Very good computer skills.
Good knowledge in the following systems: GSM, GPRS, EDGE, UMTS, WiMAX, BSS equipment Engineering & implementation, transmission systems, NSS and Data Networks implementation projects.
Full up-to-date knowledge of telecom regulations and standards wherever relevant to area of expertise.
Highly customer oriented and very strong leadership skills.
Excellent communication & negotiation skills and ability to clearly and effectively exchange information with other teams.
Excellent presentation skills and professional reporting on projects at hand.
Excellent analytical thinking, problem solving and conflict resolution skills.
Flexible and adaptive to changes in requirements.
