1. BACKGROUND
Danish Refugee Council (DRC) – is a leading, international
humanitarian displacement organization, supporting refugees and internally
displaced persons in 40 countries. We provide protection and life-saving
humanitarian assistance. DRC was founded in Denmark in 1956, employs 9,000
staff and is supported by 7,500 volunteers in Denmark. All of DRC's work is
based on humanitarian and human rights principles, in accordance with NGO
code of conduct in disaster relief operations.
DRC has as mission to assist refugees and the displaced, protecting them
from harm, safeguarding their legal rights, and empowering them towards a
better future. The protection and assistance approach to conflict-affected
populations is provided in a long-term and rights-based to ensure a coherent
and effective response to the challenges of today's conflicts.
DRC is present in seven West African countries and currently in the South
West, Adamawa and East Regions of Cameroon. DRC's current interventions in
the South West Region are concentrated in Fako and Meme Divisions in a range
of activities with a focus on providing humanitarian assistance and creation
and promotion of protective environment for displacement affected
communities.
DRC is desirous about creating a pool of persons with high skills in
conducting community level surveys, specifically data collection. The
development of this technical resource is aimed at having a pool of
enumerators who will offer expertise in data collection that DRC can draw
upon as and when the need arises. With that background, DRC now invites
qualified enumerators with experience in provision of the above stated
service and capacity to express interest.
The primary objective of this notice is to get a qualified enumerators list
to undertake comprehensive assessments and routine data collection
activities that are being implemented by the Danish Refugee Council (DRC) in
Meme and Fako Divisions of the South West Region.
The enumerators will work closely with the Monitoring, Evaluation,
Accountability and Learning (MEAL) Team on specific data collection
initiatives and will be employed for the duration of the study/surveys on a
contractual basis.
3. MAIN RESPONSIBILITIES AND DUTIES OF THE ENUMERATORS
- Participate in all technical orientation sessions organized by DRC particularly on data collection tools;
- Collect data in accordance with the expectations of the activities concerned (volume of work is based on assessment design);
- Participate in briefing and debriefing sessions at the beginning and end of each working day;
- Review survey documents in order to ensure accuracy of data;
- Ensure adherence to a laid down Code of Conduct for Enumerators;
- Transmit the data collected at the end of the day on the KoBo toolbox platform or deposit the survey sheets with the direct supervisor;
- Complete all planned tasks in required time frame evidenced by submission of completed tasks to the supervisor/team leader.
4. DESIRABLE QUALITIES
- Ability to speak, read and write English language.
- Ability to express themselves in at least one of the languages spoken in the South West Regions, particularly pidgin English;
- Hold at least a Bachelor's degree or an equivalent diploma;
- Previous experience in implementing humanitarian or data collection activities;
- Proven experience in data collection using smartphones;
- Good physical health and ability to work in rural areas (walking);
- Have a very high level of rigor;
- Have a sense of organization, team spirit and respect for team members.
5. THE ROLE OF DRC
- Provide guidelines on the recruitment process.
- Recruitment of individuals for the data collection technical resource pool.
- Provide technical orientation and mentorship to the pre-qualified / selected persons.
- Remunerate and provide technical supervision to the enumerators over the time of the assignment.
