Summary:
The work schedule for this position is:

Full Time (40 hours per week)

Duties
The incumbent is responsible for coordinating, managing and implementing Monitoring and Evaluation (M&E) activities for CDC Cameroon and implementing partners. The M&E Specialist will support the U.S. government (USG) PEPFAR interagency team on strategic information activities toward achieving programmatic targets. These responsibilities include establishing monitoring and evaluation procedures and ensuring data quality, security, and completeness through rigorous data management procedures. The position reports to the Senior Data Manager.

Qualifications and Evaluations
Requirements:

EXPERIENCE: At least 3 years of experience working with public health programs, including experience with Monitoring and Evaluation (M&E), surveillance, data management, statistics and/or Health Management Information Systems with international health organizations is required.

JOB KNOWLEDGE: Knowledge of principles and procedures of M&E and data management including collection, entry, storage, and analysis is required. Knowledge of methodologies used in social and health research is also critical for this role. Strong knowledge of monitoring and evaluation methodology, data quality assurance, analysis reporting and best practices in data dissemination and data use is required. Incumbent should be familiar with the health care system of Cameroun and be familiar with the work of CDC.

In-depth specialist knowledge of HIV/AIDS public, health programs, strategies, monitoring and evaluation systems, data analysis and use, and field experience in processes and techniques used to plan, develop, implement and assess evaluation projects are required.

Incumbent should possess knowledge and understanding of the principles of organizational management and be familiar with the work of USG/PEPFAR. Knowledge of program evaluation strategies and techniques as well as infectious disease prevention activities. The incumbent should possess expert knowledge of the application of program management and the translation of evaluation data as it pertains to the improvement of program operations, guidelines, and policies.

Education Requirements:

Master's Degree in Public Health or Epidemiology with concentration in surveillance and monitoring, data analysis and interpretation, data collection and reporting are required.

Evaluations:
LANGUAGE: Good Working Knowledge (speaking/reading/writing) of both English and French is required. This may be tested.

SKILLS AND ABILITIES: Experience and proficiency with data management tools, including either SAS, SPSS or STATA for data analysis is required. This includes development of data entry screens, check and validation programs, manipulation of data, preparation of work plans, and programs to assist in data analysis. High level of competency in managing data information and evaluations on large scale health or HIV/AIDS activities required. Experience in use of Microsoft Office programs such as Word, Excel, Access, and PowerPoint is required for the preparation of reports, as well as in the presentation of data in a logical framework. Must be detail oriented and able to develop and implement work plans and problem-solve independently. Excellent communication skills in English, written and verbal, as well as the ability to communicate with CDC partners, MOH and other stakeholders. Must be able to communicate technical information clearly and effectively and have strong interpersonal and teamwork skills. These may be tested.
