Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC assists, provides rehabilitation and provides post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC's mission is to help the people whose lives and livelihoods are affected by conflict and disaster to survive, recover and take charge of their future.

In the face of a growing humanitarian crisis, the IRC is running emergency programmes in the North West and South West regions of Cameroon. The planned programs include environmental health (EH), Protection and Rule of Law (PROL), Economic Recovery and Development (ERD) and Women’s Protection and Empowerment (WPE).

IRC is recruiting a Community Mobilizer (PRoL) who is a member of the Protection Team, operating in Ndian Division, in the South West Region. The role of the Community Mobilizer will be to ensure the implementation of emergency protection prevention and response activities in order to facilitate access to services. The Community Mobilizer will work under the supervision of a protection Assistant and collaborate closely with other PRoL teams in Buea including the PRoL M & E, and in other Divisions and other IRC sectors such as WPE, ERD and WASH.

Scope

The PROL Community Mobilizer will be responsible for overseeing the implementation of prevention and awareness-raising activities in terms of protection and rule of law within communities in Ndian Division in the South West Region such as Ekondo Titi, Lobe Estate, Lobe Town, Bekora, Masore and other communities as needs arise.

The Community Mobilizer will be based in Ekondo Titi with daily field trips to surrounding communities.

The responsibilities of the community mobilizer Protection and Rule of Law Program fall within the following objectives:
  • Sensitize the populations on their rights and access to services;
  • Prevent certain protection risks through the community approach;
  • Communicate about the services available within IRC;
  • Promote a community approach to protection.
  • Identification of protection issues at community level in connection with the assistant;
  • Identify the themes requiring the organization of awareness raising sessions;
  • Participation in the development of suitable supports;
  • Support in the research of appropriate sensitization methodology;
  • Support in the conduct of Focus Groups Discussions and evaluations.
  • Supervision of volunteers (community focal persons) and protection committees where they exist.
Assists the supervisor in identifying, training and supporting volunteers;
  • Supervises volunteers and monitors their activities
  • Maintain open and professional relationships with team members, promoting a strong team spirit and providing supervision and guidance to enable work teams to successfully complete their tasks and within budget ;
  • Provide technical support and training to volunteers;
  • Distribute Information, Communication and Education (IEC) tools to volunteers;
  • Liaise with community leaders and other sectors and agencies working locally.
  • Monitor the activities of the community focal persons and protection committees
Monitoring of activities

Provide regular reports, document results and keep detailed records
Provide weekly reports on the progress of outreach activities.

General

Commits to respecting the IRC Way (IRC Ethics).
Undertakes to ensure the optimal implementation of these Policies in its working environment.
Is available to perform any other ad hoc task deemed useful by his / her direct superior or by the IRC.

Other functions
  • Monitor and assess the safety and security of the team on a regular and proactive basis; promptly report concerns or incidents to the PRoL manager;
  • Meet with community representatives and other external parties as needed to maintain and improve the security environment for IRC programs;
  • Any other duties assigned by the supervisor to enable the development of IRC programs;
  • Upon request, participate in any cross-sectoral assessment process, including analyzes and planning.
Profil

Qualifications Have a General Certificate of Education (GCE) Advanced Level or Baccalaureate or any other equivalent diploma;
  • Minimum one year of professional experience in business or in an NGO, CIGs and community development initiatives preferably, proven ability in community mobilization, identification, registration and selection of beneficiaries is highly required;
  • Fluent in English, Pidgin English and excellent written and oral communication skills;
  • Knowledge of other local languages of the community, and of cultures and traditions of the community would be an asset
  • Have a good presentation and a respectful attitude towards beneficiaries, local authorities, community leaders, colleagues and superiors;
  • Be flexible; ability to work in a team, sometimes under pressure and often in an unstable security environment.
  • Have an excellent command of computer tools: Word, Excel, Power Point and MS Outlook.
  • Have a sense of organization and a strong time management ability.
  • Have excellent interpersonal and teamwork skills.
  • Be of Cameroonian nationality preferably from Ndian Division.
