The Position:

The Adolescent & Youth Programme Analyst is expected to focus on engaging the political, and technical arms of governmental, relevant Non-Governmental Organizations (NGOs), national academic and relevant association and other development agencies to get adolescent, Sexual and Reproductive Health (SRH)/HIV-AIDS and youth, International Conference of Population and Development (ICPD) agenda and Sustainable Development Goals (SDGs) issues into their policy focus, decisions and programmes, creating visibility for UNFPA.

More specifically the Adolescent and Youth Programme Analyst will provide leadership and technical guidance for UNFPA country Office policy Analysis, strategy development, knowledge sharing as well as implementation and monitoring of programmes related to adolescents and youth including cross-border issues related to Cameroon, such as child marriage, adolescent pregnancy, ASRH services, comprehensive sexuality education, demographic dividend, youth participation and leadership.

You will be part of the Programme Team working under the overall supervision of the Representative and the functional supervision of the Deputy Representative.

Job Purpose:

In Cameroon, adolescents and young people (10 to 24 years old) represent 34% of the total population. Despite efforts, the Reproductive Health of Adolescents and Youth remains a priority that calls for integrated approaches to support efforts aiming to addressing the low level of knowledge of adolescents and young people in Comprehensive Sexuality Education (CSE), the limited access of adolescents to voluntary Family Planning, the offer of adapted Adolescent Sexual and Reproductive Health (ASRH) services. According to DHS V 2018: Adolescent fertility rate is 122 ‰ and 24% of adolescents aged 15-19 years have already started to procreate; Unmet planning needs among youth and adolescent girls is 26%; The contribution of adolescent girls to maternal mortality is around 26%; HIV prevalence is 0.8% among girls aged 15-19 years, 2.4% for women aged 20-24 0.7% and 1.5% for men in the same age group of age. The low level of knowledge of adolescents and young people in CSE, the limited access of adolescents to Family Planning, the offer of adapted ASRH services insufficient and poorly functioning Adolescent Reproductive Health Units are among the main causes that justify this performance. In addition, the socio-economic integration of young people remains a major challenge. The majority of young people entering the labor market each year, struggle to find a job.

Adolescents and young people are also confronted with other scourges, in particular gender-related inequalities, some markers of which are Gender-Based Violence (GBV) and harmful practices, radicalization and sometimes violent extremism. Their weak leadership, participation and resilience should also be noted, including in the context of crises.

It is in this context that the Adolescent & Youth Programme Analyst will contribute to the coordination and management of quality, timely and integrated technical and Programme support to the Country Office, ensuring that interventions are planned implemented monitored and reported in the context of: the ICPD Programme of Action and UNFPA Strategic Plan as well as national development processes, frameworks and UN reform. S/He acts as country level Adolescent and Youth focal point and regularly supports and interact with the regional Technical Advisers.

You would be responsible for:
  • Capacity Development
  • Build capacity of UNFPA personnel (including national subsector coordinator, GBV Experts and other GBV local staff) to effectively implement GBV prevention and response activities through on-the-job technical support, training and mentoring;
  • Promote principles of self-care for personnel and provide opportunities for team to seek support;
  • Work with partners and UNFPA teams to identify needs and integrate ASRH and youth issues into capacity development strategies and plans that meets the needs and priorities of national and local stakeholders to address ARH and youth issues in agreed work plans ;
  • Support efforts to strengthen the capacity of youth actors on planning and responding to ASRH including emergencies and peace settings;
  • Support the integration and implementation of age appropriate CSE programmes
  • Building and Sustaining Partnerships
  • Explore partnership opportunities, map actors and develop resource mobilization strategies through joint initiatives with other partners
  • Actively participates in the coordination mechanisms put in place by the government, the United Nations system and other development partners on youth issues and on ASRH and reports regularly;
  • Develop or strengthen a strategic partnership with youth networks, the media, civil society, community organizations working in the field of reproductive health and family planning; prepare and communicate relevant information to strengthen evidence-based advocacy efforts;
  • Provide technical support and facilitation for the development and implementation of strategic youth platforms to promote ASRH and youth issues promoting engagement of a range of sectors and ensuring realistic benchmarks and timelines for achieving set objectives;
  • In collaboration with youth local actor, collaborate with other sectors/working groups such as the Health Sector, Employment, Education, etc. to advocate for and to ensure integration of ASRH related action in their Sector plans including those in humanitarian and peace setting;
  • Strategic Planning, Programme Development and Implementation
  • Contributes to the integration of sexual and reproductive health of young people / adolescents as well as demographic dividend into strategies, programs, projects and activities, in response to national priorities and accordance with the mandate and strategic directions of UNFPA;
  • Keeps itself regularly informed of advances in reproductive health in general and the ASRH in particular and shares information with the Country Office with a view to improving the relevance of the country program;
  • Contributes to the formulation, implementation, and monitoring of programs and projects integrating the sexual and reproductive health of young people / adolescents;
  • Work with partners to continually identify response gaps in line with proposed work plan (including geographic coverage and programmatic scope) and seek solutions to fill gaps.
  • Provide technical and strategic support and guidance to UNFPA country office and counterparts in matters relating to ASRH and youth issues including in crisis situations.
  • Provide technical inputs for the preparation of plans, briefs, proposals, reports and other strategic documents.
  • Information Management
In line with UNFPA’s Adolescent and youth related policies and strategies
Initiates studies and research, and uses data on reproductive health in general, the ASRH in particular in Cameroon and updates the related data and statistics, with a view to updating the monitoring indicators of the program and for the achievement of results;
Maintains an up-to-date database of program interventions related to youth issues and ASRH for presentation where appropriate to potential donors
Documents and analyzes innovative strategies, good practices and new approaches in the field of ASRH to strengthen the effectiveness of UNFPA supported interventions and deepen the knowledge base among relevant partners;
Work with the Youth and ASRH actors at national and local levels, to identify best practices and facilitate their use to improve awareness raising and programming for ASRH including in crisis setting
Prepare regular analytical reports on emerging issues
Resource Mobilization
Provide technical support and inputs to develop strong proposals for Central Emergency Relief Fund (CERF), Flash Appeals and other funds.
Provide inputs and technical information to the Resident Representative and the Regional Office for advocacy with donors and stakeholders for integration of ASRH and Youth priorities;
Identify and suggest potential funding opportunities;
Advocate with donors and mobilize resources for Youth interventions. As necessary, leverage resources within UNFPA and Government to support inter-agency Youth activities in line with the National Development Strategy (SND30);
Perform any other duties as required by the Representative and/or Head of Office.

Education: 

Master degree in social sciences, public health, human rights, or any other and/or other related social science disciplines.

Knowledge and Experience:
  • At least of 5 years of experience in developing and implementing SRH interventions, some of which addressing ASRH.
  • Experience in programming for youth with a wide range of stakeholders.
  • Good knowledge of the national socio-cultural environment with understanding of the role of youth as transformative agent for sustainable development 
  • Excellent leadership, coordination and communication skills and demonstrated ability to work with youth and youth actors
  • Ability to work effectively in team and under pressure in a multicultural environment
  • Be familiar with common office software (work processing, spreadsheet, filing, presentation, internet, email etc)
  • Good knowledge of UNFPA working policies and procedures as well as the UN system is an asset.
Languages:

Fluency in English and French is required.
