Job Title: Site support consultants

Job Openings: 07 (05 in the Littoral Region, 01 the Center region and 01 in the West Region)

Report to: Regional field support Consultant/ Associate Regional Officer

Contract Duration: Six (06) months renewable

Possible start date: Immediate/ January 2020.

Through the grant from UNITAID, EGPAF will introduce and scale-up Catalyzing Pediatric Tuberculosis (CaP-TB) in nine African countries and India. This four-year project will cover 50 facilities across 03 Regions in Cameroon. The Project will enable the testing of up to 8292 presumptive pediatric TB cases using GeneXpert platform, initiating up to 12853 pediatric TB contact cases on Preventive Therapy and initiate up to 909 diagnosed children 0-14yrs on DS-TB.

Purpose of the Consultancy

The Elizabeth Glaser Pediatric AIDS Foundation is seeking to recruit 07 CaP-TB Site Support Consultants for some high-volume sites in the Littoral (05) Center (01) and West (01) region. The Consultants will be based at site level and will work closely with the TB focal point under the technical guidance of Regional Field Support Consultant/Associate Regional Officer to strengthen the Programmatic Aspects of Project Implementation as well as supporting data collection and CaP TB community-based activities at the site levels.

The selected candidate will be based in the how volume facility as follow;
  • 01 consultant for Laquintinie Hospital
  • 01 Consultant for Mboppi Baptist Hospital
  • 01 Consultant for Deido and Bonassama District Hospitals
  • 01 consultant for Nylon and New bell District Hospitals
  • 01 consultant for Nkongsamba Regional Hospital and will cover Saint Jean de Malte Njombe Penja, Loum and Mbanga District Hospital
  • 01 consultant for Akonolinga District Hospital and Satellites sites
  • 01 Consultant for West Region


Scope of work

Key deliverable

1. Assist the site in the effective implementation of project activities and documentation using the project tools
  • Provide weekly workplan
  • Assist the screening in main entry points and ensure screening is effective and project tools (ICF and pediatric forms) are filled by the MOH staff at all entry point
  • Ensure sample collection and transportation in a timely manner and result return
  • Provide on a weekly basis data update for each entry point
  • Identify and report any challenges and mitigation put in place
2. Carryout daily site monitoring visits to ensure proper implementation of project activities
  • Regular weekly site visit plan for those with more than one sites.
  • Support and Supervise the linkage agent activities
  • Provide site activities report including RACI matrix
  • Organize in collaboration with sites, the entry points coordination meetings including data review from entry points;
  • Plan the monthly feedback on CaP-TB activities to the head facility with presentation of project performance
3. Proper CaP TB commodity Stock Monitoring at site level
  • Ensure that project materials are available in all entry point and in the right quantity to avoid stockout
  • Ensure the proper use of Project materials (data tools, SOPs, algorithm and Job aids)
  • Proper stock keeping of project materials delivered by vendors and ensure that materials provided to sites are used for the intended purpose.
  • Provide a weekly stock monitoring report per site
4. Data Management
  • Collects project data collection tools during /site entry point visits
  • Fill the form collection log
  • Ensure availability of SOPs and Job aids for filling project tools at the appropriate units in the health facility
  • Ensure proper archiving of project forms at the site
  • Ensure proper documentation of project activities in the appropriate primary source documents.
5. Community base activities
  • Work with District focal points to supervise community base activities of CaP TB patients linked to assigned site
  • Work with the TB focal point to verify and validate activity reports from community health workers
6. Any other Assigned duties 
  • Work closely with the cluster lead to ensure proper implementation of CaP TB monthly activities planned for the assigned sites.

Required Qualifications

  • Language: bilingualism (French and English). However, fluency in French is a key requirement. In addition, being able to write reports and communicate professionally in English is absolutely required
  • Level: University degree;
  • Degree in Nurse, laboratory, Public Health, or other cadre of health system;
  • Minimum of 02 years’ experience supporting health programs at site level. Experience in TB of TB/HIV domain will be an advantage.
  • Have a good Knowledge of Microsoft Office Package, Familiar with Excel;
  • Good interpersonal skills, availability and motivation, teamwork and attitude; Communication and good relationship; Efficiency and Effectiveness; Leadership and Continuous Improvement,

The selection will be made based on the following criteria:

Technical qualification
The technical qualification will be assessed during an interview with a selection committee: Note that Only shortlisted candidate will be contacted for theoretical and practical skills assessment, the interview.  75%

Price
