General Description:

Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID). Breakthrough ACTION ignites collective action and encourages people to adopt healthier behaviors—from using modern contraceptive methods and sleeping under bed nets to being tested for HIV—by forging, testing, and scaling up new and hybrid approaches to social and behavior change (SBC). The work harnesses the demonstrated power of communication—from mass media to community outreach to userdriven social media campaigns—to inspire long-lasting change, while also taking advantage of innovative approaches from marketing science, behavioral economics, and human-centered design.

In Cameroon, Breakthrough ACTION currently has 2 projects in its portfolio: USAID President's Malaria Initiative (PMI) that is focused on malaria interventions, and USAID’s Global Health Security Agenda (GHSA), whose goal is to increase the capacity of Cameroonian institutions to effectively address high-risk behaviors associated with priority zoonotic diseases and other emerging threats. 

In order to reinforce its programs capabilities, Breakthrough ACTION is seeking applications from experienced and qualified professional individuals for the position of M&E/Knowledge Management Advisor. The position will be based in Yaoundé.

Reporting to the Chief of Party (CoP), the M&E/Knowledge Management Advisor will oversee all monitoring, evaluation, learning, and quality assurance/continuous quality improvement activities/components of the project. This position will support collaboration, learning, and program adaptation. S/he will coordinate the development and implementation of the Activity Monitoring, Evaluation and Learning Plan (AMELP) and corresponding M&E systems and use and promote the use of that information to guide performance management through well analyzed, rapid and timely feedback. The M&E/Knowledge Management Advisor will work on.

appropriate indicators, baseline data, results and a plan to monitor and evaluate performance, produce timely, accurate and complete reporting. The Advisor will be responsible for ensuring effective bi-directional communication and learning between the project and service delivery implementing partners. This will include coordination, collaboration and integration through the development of knowledge management systems, and work processes, fostering a culture of collaboration. The advisor will also provide capacity strengthening opportunities for project partners. Key Responsibilities
Coordinate the development and implementation of the Activity Monitoring, Evaluation and Learning Plan (AMELP) and corresponding M&E systems.
Provide strategic oversight for the entire M&E plan, including the design of the monitoring framework to track outputs and intermediate and behavioral outcomes as identified in the project’s AMELP.
Make adaptations to the project’s AMELP based on new or shifting program objectives and ensure adherence to the plan.
Lead and supervise the development and updating of M&E tools as needed and the collection and analysis of process data to monitor project activities.
Ensure ethical procedures and adherence to the AMELP and Institutional Review Board (IRB) protocol and liaise with the local ethics review board.
Develop a coordinated approach to data collection of project partners, followed by the collection and sharing of results both internally with the team and externally with stakeholders.
Provide support to ensure that project data are stored in a manner that preserves confidentiality of respondents, maximizes data quality, and minimizes data loss.
Supervise the collection of data related to performance indicators required by Project, and report data on a regular basis into CCP’s global dashboard.
Develop and implement quality assurance procedures for data collection to ensure data accuracy and the validity and reliability of monitoring data and study results.
Conduct field visits to ensure quality, reliability, and consistency of data and seamless flow from the field to central office and onto the Baltimore HQ.
Track, analyze and produce comprehensive and succinct reports and documentation on indicators and measures.
Support capacity building of M&E staff of MOH and partners.
Train and oversee Regional Coordinators on the use of M&E tools.
Carry out field visits as needed and work with staff in a collaborative manner to increase
their technical capacity for M&E and KM
Work with the program team to ensure proper documentation via knowledge management approaches.
Participate in the development and writing of strategies, work plans and assessments.
Maintain efficient communication with Baltimore-based program and R&E teams.

Required Qualifications
A minimum of five (5) years of experience working in M&E for health programs;
Master’s degree in Public Health, epidemiology, biostatistics research methods, or behavioral science with relevance to SBC research, monitoring and evaluation;

Knowledge, Skills, and Abilities 
Experience in web-based data management system and/or mHealth and mobile data collection;
Experience developing and tracking performance indicators to measure success in behavior change programs;
Skills in qualitative and quantitative research;
Experience in statistical analytic software (e.g., STATA, SPSS) and qualitative analytic software (e.g., Atlas.ti, NVivo);
Experience in successfully guiding and monitoring the use of data, analysis, and evaluation findings to inform program action;
Excellent interpersonal and teamwork skills;
Fluency in French or English with a good command of the other language;
Ability and willingness to travel within Cameroon as needed;
Proven ability in data visualization using graphs, charts, maps, and GIS;
Ability to guide quality assurance/continuous quality improvement in development;
Excellent writing skills and ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences.
