Background

The Continuum of prevention, care and treatment (CoPCT) of HIV/AIDS with Most-at-risk Populations in Cameroon (CHAMP) project, funded by the U.S. Agency for International Development (USAID) under Cooperative Agreement No. AID-624-A-14-00003, began on April 15, 2014. The program is implemented by CARE International. In collaboration with PEPFAR agencies, the Government of Cameroon, the Global Fund, and other key stakeholders, CHAMP works in tandem with community-based partners to strengthen and expand human rights-affirming, evidence-based, client-friendly HIV prevention, care, and treatment services for men who have sex with men (MSM), female sex workers (FSW) and their children, and sex worker clients in Cameroon.

The program aims to increase demand for, and access to, quality community and clinical services by reinforcing and expanding the creation of safe, friendly, competent community-led platforms, and integrating interventions within the larger services network. CHAMP was recently awarded additional funding to support civil society organizations (CSOs) working in gender and human rights in Cameroon to develop effective and sustainable prevention and response interventions to address key population-related stigma, discrimination, and violence. Specifically, the funding is intended to complement existing advocacy interventions by: a) building the institutional capacity of CSOs to design, implement, monitor, report on, and ensure the sustainability of KP and LGBTI advocacy, stigma and discrimination, and violence prevention and response programming; b) building the capacity of CSOs and LGBTI platforms to protect the physical and cyber security of key population / LGBTI individuals; and c) develop safe spaces for victims or potential victims of violence.

Purpose

The PAHR will be supervised by the Program Manager – Human Rights (PMHR), and will principally support the PMHR to plan, manage, and monitor human rights, stigma, and violence interventions.

Specific roles will include the following:

• Support the development/adaptation of tools for assessing the institutional and business development capacity of LGBTI/KP CSOs to plan, implement, monitor, report on, and sustain programming.
• Support the assessment of CSOs and associated platforms in determining their institutional capacity strengthening needs, and develop action plans and timelines to address them.
• Support the PMHR and relevant staff to assess the need and develop/adapt a training curriculum to bolster physical and cyber security for LGBTI individuals in Cameroon, and develop and implement a training plan for key CSO and platform partners (at minimum in the focal regions/cities where CHAMP provides support).
• Support monitoring of institutional capacity strengthening plans.
• Support the identification of potential locations/venues to serve as safe spaces for victims and/or potential victims of violence.
• Support the development of strategic plans and interventions to prevent and address stigma, discrimination, and violence.
• Participate in CHAMP strategic planning, program design, data use for decision making, and reporting exercises.

Qualifications

• Experience and/or interest in working in gender, policy/advocacy, human rights, development, sexual health, or a related field.
• Bachelor’s degree in a relevant field
• Comfort working with a diverse team on projects related to human rights and key populations
• Willingness and capacity to work under tight deadlines
• Interest in HIV/AIDS prevention, treatment and care among key populations
• Good oral and written communication skills and proficiency with MS Office suite
• Self-motivation to learn new approaches and innovations
• English fluency preferred, though not required
