Terms of Reference for Organisational Capacity Assessment of LNGOs/CBOs in the South West and North West regions

INTERSOS is a humanitarian organization on the front-line of emergencies, bringing assistance to victims of armed conflicts, natural disasters and extreme exclusion with particular attention to the protection of the most vulnerable people.

Since 1992, our humanitarian workers have been helping people affected by humanitarian crises: we provide first aid, food, shelter, medical assistance and basic goods. We ensure that basic needs, as education, access to clean water and health assistance, are met. Since the beginning of 2015, INTERSOS has been working in Cameroon to help the displaced people and refugees in the North and in the North West and South West regions of the country.

Background

The humanitarian situation, particularly protection problems in the North West and South West regions of Cameroon, continue to be of grave concern. Like international NGOs, local actors, especially local NGOs and civil society organizations are mobilized to respond to the needs of the populations affected by the crisis.

However, their organizational capacities to adequately implement humanitarian aid projects are limited. In order to have a clearer picture of the capacities of local NGOs, INTERSOS, with support from UNHCR, is planning to carry out an assessment of 17 organisations in the NW and SW.

Purpose, Objectives and Expected Outputs

The purpose of this exercise it to analyse the LNGOs/CBOs capacities and needs to determine priorities for support to improve operations and performance. The objectives are to:

Provide a general overview of organizational capacity through a participatory process.

Identify organizational strengths and weaknesses and identify priorities for capacity building

Produce a capacity building plan for LNGOs/CBOs assessed with an estimated budget

Expected outputs:

The assessment is conducted in a participatory manner, in a group setting with representatives from the organizations. Analysis of data collected at baseline will provide:

Baseline data on the capacity of the organizations before they commence working with UNHCR/INTERSOS

Identify best-fit organisations to work with UNHCR and develop a Capacity Building Action Plan for the organizations

Profile of Consulting Firm/Organisation

The consulting organisation/firm should have a verifiable track record of assessments in Cameroon, in the North West and South West Regions, in particular. It should be able to provide a multi disciplinary team involving members with different backgrounds and training. A team leader should coordinate and liaise between members at various levels to ensure the delivery of the final report on time.

Assessment Design

The assessment should be performed through primary capacity analysis of National Organisations involved in the humanitarian response to the IDP situation of NOSO, in consultation with INTERSOS, UNHCR and other UN agencies, National and International Organisations and on-site validation through field analysis.

Before the assessment, the Consultant will produce all survey tools and submit them to UNHCR / INTERSOS for validation.

UNHCR / INTERSOS may also propose evaluation tools to the Consultant who can adapt them.

The study report will be submitted in English in three hard copies and in electronic format. A summary of the report containing the conclusions of the main findings and recommendations should be translated into French.

The consultant is to prepare a formal presentation on the results of assignment. This should be based on the draft final reports. The audience for the presentation will be decided by INTERSOS/UNHCR and may include the press.

Proposed timing

The overall duration of the need assessment should not be more than 45 days. Proposals should present a detailed and realistic project schedule, indicating timing of activities, results and regular reporting. The consultant shall prepare an Interim and a Final Report.

Logistics

The consultant shall make his own travel arrangements both to and from the areas of assessment, as well as arrangements in terms of office space and equipment. Co-ordination meetings will be held with INTERSOS, to the extent necessary to accomplish the tasks. For the success of the project it is important that INTERSOS/UNHCR is closely involved in the progress of the assessment. Therefore, throughout the assignment the team leader and other experts should be available for meetings called by INTERSOS/UNHCR and for ad-hoc telephone consultations on any matter concerning the contract.

Tender proposal conditions:

The Consultant interested in taking part in the consultant recruitment process should submit the following:

Information sheet, describing the organisation's registration details, as well as experience in similar jobs (name and type of organisation, registration date, operational details, address, telephone number, e-mail and Web addresses, name of the organisation's director, names of proposed team and their CVs);

Detailed project proposal together with a preliminary work-plan and proposed budget

Tender evaluation criteria:

Experience in studies (25%)

Extent to which the proposal and action-plan meet the current ToR and the assignment's main elements (20%)

Creative and innovative ideas, presented in the proposal (15%)

Effectiveness of a proposed work-plan with realistic implementation deadlines (10%)

Affordability of costs and necessary expenses, transparency and efficiency of costs (30%)

The proposed budget has to be calculated in XAF including all taxes and duties. The winning proposal is considered to be the one which obtains maximum of the total possible points. INTERSOS will conclude a service contract with the selected consultant and will administer all the payments upon completion of the works outlined in the current Terms of Reference.
