The humanitarian situation in Cameroon is compounded by three main crises. While the country has been relatively stable for many years, ongoing attacks by armed groups in the Far North, Lake Chad region; the Central African Republic (CAR) crisis affecting the East, Adamawa and North regions; and the crisis in the South West and North West regions have all drastically altered the country’s stability since 2013. 
It is in this challenging context that the Norwegian Refugee Council (NRC) started operating in the Far North region in 2017 and in the North West and South West regions since August 2018 to provide life-saving assistance to vulnerable populations. In July 2019, NRC started operating in the East region with an ICLA project.
In the Far North, NRC is implementing the following core competencies: Information, Counselling and Legal Assistance (ICLA); WASH; Shelter; Livelihoods and Food security (LFS) and Education
In the South West and North West regions, our programs cover the following sectors: Shelter, Wash and Livelihood and Food Security interventions.
The purpose of the Livelihood and Food Security Programme Development Manager (PDM) is to be responsible for the design, development and implementation of the livelihood and Food Security programme in Cameroon. The PDM contributes to expansion of the NRC Country Operations in Cameroon. 
Duties and responsibilities
Develop livelihood and Food Security strategy, technical SOPs / guidelines and Macro LFAs
Compliance and adherence to NRC policies, Food Security tools, handbooks and guidelines
Responsible of development and manage funding proposal, project budgets and donor reports
Coordinate and manage Livelihood and Food Security project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements 
Ensure capacity building of project staff and transfer key skills
Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
Promote the rights of IDPs/returnees in line with the advocacy strategy
Lead the expansion of NRC’s livelihood and food security and livelihood activities in all the three crisis affected regions where NRC operates
Contribute to promoting integrated programming (with other Core Competencies– ICLA, Education, Shelter and Wash) and safe programming through systematic planning/cooperation with other CC leads/PDMs.
Lead the efforts in developing/promoting durable solutions for affected populations including through cooperation with other stakeholders (authorities, civil society, UN Agencies, INGOs, donors, etc.) in Cameroon
Manage Food Security team in Cameroon, dedicate time/effort through training, coaching, mentoring and promote staff development opportunities. Support Area Managers with technical capacity building for Food Security staff when required and if relevant;
Actively participate in the Food Security cluster/working groups, cash working group, early recovery working group and other relevant coordination mechanisms at national and area level.

Qualifications
Minimum 3 years of experience from a senior Program Management level position in a humanitarian/recovery context
Relevant University degree
Hands on experience of projects’ implementation in complex and volatile contexts
Technical Livelihood and Food Security expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English and French, both written and verbal
Good knowledge and understanding of the mainstream donors’ regulations
Knowledge of the context in Cameroon is an advantage
Detail oriented 
Valid driver’s license

Duration: 12 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Grade: 9 in NRC's grade structure.
Duty station: Buea, with frequent travels in the field. Buea is a non-family posting. . International staff members are required to live in joint accommodation.
Approved health certificate will be requested before contract start.
